Hwy 14 Stockton Hill lane closures, flaggers planned Dec. 14, short delays expected

WINONA, Minn. – Motorists traveling on Highway 14 on Stockton Hill on Thursday, Dec. 14 between Winona and Stockton will encounter mobile lane closures, as well as flaggers and a pilot car for crews to evaluate slopes adjacent to the road, according to the Minnesota Department of Transportation.

Short traffic delays are possible during the work from 9 a.m. to 3 p.m., Thursday.

MnDOT crews will be evaluating areas adjacent to the road to prepare for construction work planned in late summer of 2024 when crews will be making drainage improvements.

On Thursday, the MnDOT team will start its work on the eastbound lanes near Stockton. At that time, the right eastbound lane/climbing lane will be closed, but vehicles traveling east toward Winona may use the left lane going uphill. On the eastbound lane going down toward Winona, flaggers will direct traffic and use a pilot car to keep traffic flowing and taking turns. Motorists can expect short delays in their travel time when this occurs. Similar traffic setups will occur in the westbound direction when crews are reviewing slopes on the north side of the highway, but that work is expected to move more quickly than the reviews of the southside of the road.

Motorists may encounter lane closures or lane shifts, and equipment when driving near or through work zones. MnDOT advises motorists to:

Expect delays, especially during peak travel times.
Go hands-free and minimize other distractions (e.g., don’t eat or drink while driving).
Follow posted speed limits; the fine for speeding in a work zone is $300.
