In March 2026, MnDOT adopted the Minnesota State Rail Plan. The final plan can be viewed here.
The State Rail Plan shapes the future of Minnesota’s rail infrastructure and investments and is part of MnDOT's Family of Plans that support Minnesota GO, the 50-year vision for our state’s transportation system. The State Rail Plan is a mode-specific plan that builds on the Statewide Multimodal Transportation Plan and provides direction for the role Minnesota’s freight and passenger railroads will play in achieving the overall vision.
The plan provides an overall vision for effective use of the state’s freight and passenger rail network and its future development over the next 20 years. It describes the importance of railroads to Minnesota’s economy, the state of the current rail system and trends, and identifies key rail investments that better support the transportation of goods, services and people throughout Minnesota.
The SMTP objectives adopted by the rail plan include:
