New supportive services available
DBE personal narrative workshop and 1-1 sessions
The Minnesota Unified Certification Program partners are offering DBE personal narrative workshops, along with one-to-one support, to help Minnesota-based business owners develop their personal narrative required under the DBE Interim Final Rule.
DBE program update
Over the course of the past eight months, there have been several changes to the federal Disadvantaged Business Enterprise (DBE) program as a result of the interim final rule published by USDOT on Oct. 3, 2025. MnDOT and partner agencies in the Minnesota Unified Certification Program (MNUCP) have been working diligently to comply with federal program requirements and continue to support Minnesota’s vibrant small business community. Understanding this is a unique and challenging process for many involved stakeholders, MnDOT is providing an update on the actions being taken related to the federal DBE program in Minnesota.
Reevaluation process
The MNUCP initiated the reevaluation process on Nov. 3, 2025. Firms were encouraged to submit their personal narrative and personal net worth statement during the priority window on Dec. 5, 2025. Firms that did not submit during that time are still eligible to complete their reevaluation.
Around 300 reevaluations were received during the priority window. The MNUCP has issued decisions on about 70% of the applications. For the remaining reevaluations, it is very important that firms respond quickly to any requests for information that they receive from their certifying agency. When the MNUCP has completed reevaluation process, MnDOT and other MNUCP agencies may begin the next steps to resume DBE goal setting.
Ongoing reporting
While there have been significant changes to the DBE program related to program eligibility, there are still reporting and compliance requirements that contractors and MnDOT must follow.
DBE neutral
Instead of race/gender neutral, special provisions on projects now indicate they are “DBE neutral” meaning there is no DBE contract goal on the project.
DBE goals (prior to Oct. 3, 2025)
For projects with numerical DBE goals established before the USDOT's interim final rule, MnDOT is continuing to use the same procedures for monitoring and project closeout. The MnDOT Office of Civil Rights must review any requests for DBE terminations, substitutions, or reductions. The final clearance and closeout process remains the same, requiring documentation of payments, explanations for any DBE shortfalls, and submission of the Total Payment Affidavit.
Annual Declaration of Eligibility
During the reevaluation process, the MNUCP paused the collection of the Annual Declaration of Eligibility for certified firms. When the MNUCP starts collecting this form, the certifying agency will reach out to firms directly.
New DBE applications
The MNUCP is prioritizing the reevaluations of previously certified DBE firms. The USDOT is still in the process of updating the standard DBE application. Once Minnesota completes the reevaluation process, new applications for DBE certification will be accepted through the new MNUCP certification portal (coming soon). - Submitting an updated DBE program plan
- Revising MnDOT's three-year DBE program goal
- Developing a Small Business Enterprise program

- Communicating updates to stakeholders
