FTA Section 5310 CRRSA & ARPA Vehicle Insurance Grant

The 2026 FTA Section 5310 Enhanced Mobility for Seniors and Individuals with Disabilities Program: Federal COVID 19 Relief Acts: Coronavirus Response and Relief Supplemental Appropriations Act of 2021 (CRRSA) & American Rescue Plan Act (ARPA) Grant solicitation represents an opportunity to apply for a grant award that allows 100% federal share, with no local match required for FTA Section 5310 Program sub-recipient’s vehicle liability insurance coverage during the period from March 20, 2020, through Dec. 31, 2023.

Eligibility

Eligible grant sub-recipients are current FTA Section 5310 Enhanced Mobility for Seniors and Individuals with Disabilities sub-recipients who are “active” and in “good standing” with MnDOT.

Timeline

  • Feb. 2, 2026: Application opens
  • Feb. 10, 2026: Deadline to submit letter of intent
  • 4:30 p.m. CDT, April 6, 2026: Application deadline
  • April 17, 2026: Grant awardees notified

Application process

Applications must be completed and submitted through the BlackCat Transit Data Management System.

Step 1

Email your letter of intent to apply to Sue Siemers by Feb. 10, 2026.

Step 2

Log into the BlackCat Data Management System grant application program with your assigned user. If you need access to BlackCat, email Voni Vegar for a username and password.

Step 3

Choose "CY2026 FTA Section 5310 CRRSA and ARPA Vehicle Insurance Application."

Step 4

Follow the instructions to complete your application in BlackCat Transit Data Management System by April 6, 2026.

After you apply

  • We'll review application for compliance.
  • We'll announce initial grant awards on or before April 17, 2026.

Reporting requirements

If awarded funds, you must submit the following for reimbursement:

  • Request for Funds for CY2020, CY2021, CY2022 and CY2023 form
  • Original vendor vehicle certificate of insurance invoices for CY2020, CY2021, CY2022 and CY2023

Pursuant to Minn. Stat. 13.03, subd. 1, all government data collected, created, received, maintained or disseminated by a government entity shall be public unless classified by statute, or temporary classification pursuant to section 13.06, or federal law, as nonpublic or protected nonpublic, or with respect to data on individuals, as private or confidential. The responsible authority in every government entity shall keep records containing government data in such an arrangement and condition as to make them easily accessible for convenient use. Photographic, photostatic, microphotographic, or microfilmed records shall be considered as accessible for convenient use regardless of the size of such records.
